The latest publication of the HTMs (and their equivalent guidance in Scotland, Wales and Northern Ireland) introduces a revised management structure, title and working practices for the Authorised Person (Sterilisers) which will now be known as Authorising Engineer (Decontamination).The structure is illustrated below:

IHEEM has run a register of AP(S), on behalf of the Department of Health since 1996. The new Authorising Engineer role has meant that some changes to the Register have been made to reflect the HTMs (and their equivalent guidance). Since the 1st July 2008 all AP(S) previously registered with IHEEM were transferred to the new AE(D) Register which currently holds 32 members.

HTM01-01 Part A (and its equivalent guidance) recommends that only suitably qualified AE(D)s are used and that a register is maintained by IHEEM.

The AE(D) Register is maintained on behalf of IHEEM by the AE(D) Panel which is currently chaired by Eric Thomas. The following bodies are represented on the Panel:

  • Department of Health
  • Health Protection Scotland
  • NI Health Estates
  • Welsh Health Estates
  • Association of British Healthcare Industry
  • Royal Pharmaceutical Society
  • Medicines and Healthcare products Regulatory Authority
  • Insitute of Decontamination Sciences
  • AP(S)/AE(D) Group - represented by three reps

Peer Interview:

Everyone applying to become part of the AE(D) Register must attend an interview, it will allow the Panel to assess the candidate in the following areas:

  1. The candidate should be able to exercise independent technical knowledge and judgement at an appropriate level as an Authorising Engineer.
  2. The Candidate should demonstrate that he/she has kept up to date with current and emerging Guidance, standards, legislation and Government Health Service policies.
  3. Candidate must have an understanding of Management processes and involvement in human and industrial relations.
  4. Design, development and manufacture of products, equipment use and processes to a competitive level of cost, safety, quality, reliability and appearance.
  5. Candidate must have an understanding of and where appropriate involvement in, financial, statutory and commercial considerations. 
  6. Demonstrate effective interpersonal skills. Appearance, manner and impact.

Each candidate will be rewarded a total score out of 100. In order to pass the interview the candidate must achieve over 50% of the marks. The first four areas listed above are more heavily weighted then the last two.

For area 6, Demonstrate effective interpersonal skills. Appearance, manner and impact. The candidate will be asked to prepare a short presentation of a directly work related project, scheme or policy that he/she has been involved in within the last three years. This presentation must not be longer then 10 minutes.
