Paul has worked over 33 years in healthcare in Northern Ireland, Scotland and England. He has extensively worked in Estates and Facilities roles but has spent some time doing roles such as Director of Health Protection Scotland and managing clinical services.

He is a qualified Chartered Mechanical Engineer, a Fellow of IHEEM and started his engineering training with Short Brothers, Belfast. In 1982 he joined the Health Service in Northern Ireland as an Engineer and held several posts until he moved to Scotland in 1993 as Estates Manager at Queen Margaret Hospital, Dunfermline, eventually becoming Deputy Director of Operations at Fife Acute Hospitals NHS Trust.

Paul then took up his first Board level post within the NHS in England as Director of Estates and Facilities at Southend University Hospital NHS Trust for four years before being appointed as Chief Executive of the NHS Scotland Property and Environment forum which Paul restructured to become Health Facilities Scotland. Paul is well known for his role as the First Director of Health Facilities Scotland, a post which he held for over 8 years, growing this organisation to drive major national initiatives within NHS Scotland.

Paul also worked as the Director of Estates and Facilities for London North West Healthcare NHS Trust where he was responsible for merging two estates and Facilities teams from two Trusts into one organisation.

In June 2015 took the opportunity to work in the Higher education sector as Director of Services at Manchester Metropolitan University. In this role, he was responsible for all service areas such as Estates, Capital Development, Facilities, Library, IT, Sport, Information Systems & Digital Learning and Business Improvement.

In November 2017 Paul formed his own Consultancy Company Firstefm Ltd and continues to provide expert advice to the NHS, Higher Education and Private sectors.
