David started his Hospital career in 1967 as a Chief Superintendent Engineer, then was the Hospital Engineer at Kingston District Hospital where in 1979 the first-ever outbreak of Legionella happened in a Hospital in the UK. From there came the Kingston controls now the HSE ACOP L8 document.

Within the newly formed Harper Water Management Group David continues to actively lead critical water investigations involving Legionella and other waterborne microorganisms throughout the UK and worldwide.

With experience & knowledge acquired over 50 years involving water risk management and remediation for Legionella, Pseudomonas aeruginosa, and other  waterborne pathogens in  Healthcare and Non-Healthcare Premises, David is routinely called upon under the legal role of Expert Witness in court cases involving critical contamination
