Bio: Authorising Engineer & Managing Director, Harper Water Management Group Ltd
Mark is an independent Authorising Engineer (Water) with over 22 years’ experience in water safety management across healthcare, commercial, and industrial sectors. As Co-Founder and Managing Director of Harper Water Management Group, he provides impartial advice to NHS Trusts, FM providers, and private healthcare organisations on water hygiene, statutory compliance, and risk mitigation.
Mark works closely with Water Safety Groups to strengthen governance, verify control measures, and ensure alignment with HTM 04-01, SHTM 04-01, HSG274, ACOP L8, NETB 2024/3 and relevant British Standards. His projects span governance reviews to strategic design input on new hospital developments, including contributions to the NHS New Hospital Programme and the introduction of waterless patient care protocols in Augmented Care. Mark brings a structured, disciplined, and client-focused approach to water system safety, combining clinical insight with engineering expertise to help healthcare organisations move beyond compliance toward lasting assurance, operational resilience, and safer outcomes.
